OPD yang kegiatannya telah mencapai 70 persen dianggap berhasil, sementara yang dibawah itu harus mengemukakan alasan yang mendasar kenapa tidak tercapai,\u201d katanya.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Realisasi kegiatan di tahun 2018 kata Muksin, akan menjadi pertanggungjawaban Bupati ke DPRD yaitu paling lambat 3 bulan setelah berakhirnya satu tahun anggaran.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cNanti akan kita sampaikan ke DPRD melalui rapat paripurna, dan akan ada rekomendasi dari DPRD paling lama 30 hari setelah penyampaian LKPJ disampaikan,\u201d terang Muksin.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Menurut Muksin, terdapat beberapa beberapa kegiatan yang tidak terealisasi diantaranya di bidang pendidikan, kesehatan dan pekerjaan umum, dan kegiatan pada Disperindagkop.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cItu tidak sampai 70 persen karena beberapa faktor,\u201d ucapnya.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Faktor tidak tercapainya program di tahun 2018 lanjut Muksin salah satunya karena tidak tercukupinya waktu, sehingga OPD bersangkutan tidak bisa menghabiskan anggaran yang sudah diakomodir. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cKebanyakan karena anggarannya diakomodir di APBD-P. sehingga dengan waktu sempit, OPD tidak bisa merealisasikannya karena anggarannya cair di dekat habis masa anggaran,\u201d jelasnya.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dari sejumlah kegiatan yang tidak terealisasi, terdapat sisa anggaran berlebih di tahun 2018. Muksin mengatakan bahwa pada tahun 2018, Pemkab Paser memiliki Sisa Lebih Pembiayaan Anggaran (Silpa) sebesar Rp.100 Milyar lebih.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSilpa tahun lalu sekita Rp.100 Milyar-an. Setelah ini nanti kita sampaikan ke DPRD, paling lambat LKPJ sudah kita sampaikan dan diparipurnakan pada awal April mendatang,\u201d pungkasnya.
