Tapi yang kita pertimbangkan masyarakat yang sudah turun temurun, taunya punggung gunung (Toyu) bagian dari aset kita, kok berubah lagi?\u201d kata Romif saat menjadi narasumber dalam program Podcast di Studio Media Center Kominfo Paser, Kamis (27\/05\/2021).<\/p>\n<p>Sebelumnya diketahui, Pemerintah Provinsi Kaltim telah menggelar rapat dengan Pemkab Paser dan PPU tentang tapal batas di wilayah Muara Toyu. Dalam kesempatan itu, Bupati Paser dr. Fahmi Fadli telah menyampaikan secara makro tentang batas wilayah.<\/p>\n<p>\u201cBupati Paser menjelaskan itu bukan masalah IKN atau tidak, persoalannya kita ingin mengembalikan bahwa tata batas harus sesuaikan dengan aturan teknis. Bahwa harus melalui water shield,\u201d ujar Romif.<\/p>\n<p>Pemkab Paser, kata Romif, mendapat dukungan dari masyarakat Muara Toyu yang menyatakan bahwa mereka bagian dari Kabupaten Paser, bukan PPU.<\/p>\n<p>\u201cAda juga dukungan masyarakat, tokoh-tokoh masyarakat yang tinggal disitu. Tahunya \u2018kami itu bagian dari pada Paser, bukan Penajam\u2019. Kata bupati karena ini amanah dari masyarakat Toyu maka kita harus berjuang untuk mengembalikan tapal batas sesuai ketentuan,\u201d jelas Romif.<\/p>\n<p>Romif mengemukakan, berdasarkan Undang-Undang Nomor 47 Tahun 1999 tentang pembentukan Kabupaten Kukar, Malinau, Kubar, Kutim dan Bontang, dimana pada saat itu Penajam masih bagian dari Kabupaten Paser, dijelaskan bahwa Kabupaten Paser berbatasan dengan Kabupaten Kubar.<\/p>\n<p>\u201cIni yang menimbulkan pertanyaan, bahwa ada sesuatu yang tidak diperhatikan yaitu batas. Kabupaten Kutai Barat bagian dari kukar itu sebenarnya berbatasan dengan kita,\u201d ujarnya.<\/p>\n<p>Kabupaten PPU beranggapan, dasar pembentukan Undang-Undang Nomor 7 Tahun 2002 tentang pemekeran PPU, sudah sah dengan sketsa yang ada. Romif menilai dokumen belum lengkap. \u201cPemkab PPU dalam pembentukan itu belum ada digilitasi yang bagus, masih sketsa,\u201d ujarnya.<\/p>\n<p>Pemkab Paser optimis dengan data penunjang yang lengkap, mengacu pada Permendagri Nomor 141 Tahun 2017 dapat mempertahankan batas wilayah. Saat ini persoalan tapal batas tengah diselesaikan Kementerian Dalam Negeri.<\/p>\n<p>\u201cTerakhir semua kita kembalikan kepada pemerintah pusat soal batas wilayah ini. Jika hasilnya merugikan, bisa saja pak Bupati menggugat dan mereview keputusan itu ke Mahkamah Agung,\u201d tuturnya.
