Harapannya, pelayanan air bersih semakin meningkat dan pada saat yang sama perusahaan juga dapat berkembang lebih sehat,\u201d kata Kasri, kepada media ini, Senin (18\/5\/2026).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Dalam konsultasi yang berlangsung, sejumlah hal penting dibahas, seperti legalitas aset hibah yang akan masuk sebagai bagian dari kekayaan Perumdam Tirta Kandilo.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Kasri menjelaskan, terdapat dua aset hibah yang saat ini menjadi perhatian. Yaitu berupa lahan hibah milik Pemerintah Kabupaten Paser di Kecamatan Batu Kajang yang diproyeksikan untuk pengembangan infrastruktur pelayanan air bersih.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Selanjutnya, aset hibah berupa bangunan instalasi PDAM dari PT Kideco Jaya Agung melalui program tanggung jawab sosial perusahaan atau corporate social responsibility (CSR).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cKami memastikan status aset yang nantinya diserahkan benar-benar jelas, baik dari sisi legalitas maupun administrasinya. Ini penting supaya tidak menimbulkan persoalan hukum atau administrasi pada masa mendatang,\u201d ujarnya.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Selain membahas penyertaan modal dan aset, Pansus III juga menyoroti belum adanya kontribusi laba atau deviden dari Perumdam Tirta Kandilo kepada Pemerintah Kabupaten Paser.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Menurut politisi PKB ini, persoalan tersebut menjadi perhatian karena pemerintah daerah selama ini terus mengalokasikan dukungan modal kepada perusahaan.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDaerah tentu berharap perusahaan daerah bisa bertumbuh. Ketika kondisi perusahaan semakin baik, kontribusi terhadap pendapatan daerah juga diharapkan dapat berjalan,\u201d ucapnya.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Pihak Perumdam Tirta Kandilo, lanjut Kasri, selama ini beralasan pembagian deviden belum dapat dilakukan karena cakupan layanan air bersih belum mencapai 80 persen masyarakat. Pemahaman itu disebut mengacu pada surat edaran yang pernah menjadi pedoman perusahaan daerah air minum di masa sebelumnya.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Namun, setelah melakukan konsultasi dengan Kementerian Dalam Negeri, DPRD Paser memperoleh penjelasan bahwa aturan tersebut sudah tidak lagi menjadi dasar kebijakan. Pemerintah daerah diminta berpedoman pada regulasi terbaru, yakni Peraturan Pemerintah Nomor 54 Tahun 2017 tentang Badan Usaha Milik Daerah (BUMD).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDari hasil konsultasi, kami mendapat penjelasan bahwa pengelolaan BUMD sekarang merujuk pada regulasi terbaru, termasuk terkait penyertaan modal dan mekanisme pembagian laba perusahaan daerah,\u201d tutur Kasri.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">DPRD Paser berharap pembahasan Raperda Penyertaan Modal Perumdam Tirta Kandilo dapat menjadi pijakan penguatan perusahaan daerah, baik dari sisi tata kelola, pelayanan publik, maupun keberlanjutan usaha.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Perumdam Tirta Kandilo diharapkan tidak hanya meningkatkan akses layanan air bersih masyarakat, tetapi juga mampu memberikan manfaat ekonomi bagi daerah melalui peningkatan PAD,&#8221; pungkasnya.
